The Town Hall in New Sorpigal is the location of the questgivers Frank Fairchild and Janice in Might and Magic VI: The Mandate of Heaven.
Frank Fairchild offers the Rescue Sharry and Show Shadow Guild letter quests. Janice offers the Find the Combination and Get the Chime of Harmony quests, as well as bounties on monsters.
