Hareck IX was a ruler of the Regnan Empire, and is mentioned in Might and Magic VI: The Mandate of Heaven.

Hareck IX was the Lord of Regna and Emperor of the Endless Ocean around the time of the Night of Shooting Stars. According to one of the Regnan pirates, he was the only emperor in the world.
When the Regnan pirates went out to "collect taxes" from passing ships, Hareck would be out there with them - boarding, fighting, cursing, and drinking. He was popular with his men, as he was the only leader they'd had that did "common work" like the rest of them.
During the Second War of Enrothian Succession, Archibald contacted Regna and asked them to bring some weapons to aid in his fight against Roland. When Archibald lost the war, Roland seized the ships and forbade anyone to travel to Regna.
